Analysis: The Redskins are traditionally an active player in free agency, but they have little money to spend because of a $36 million salary cap penalty imposed by the NFL for the way they structured contracts during the 2010 uncapped season. The second half of the penalty took effect Tuesday at the formal start of the new league year. |
